Under the yellow bar at page(s) bottom is a facility to post new information.

Posts are shown: data, date, time and user handle.  If no user handle was available, it wil post "Anonymous".

Create your user handle during account creation.  Or under your account profile by updating your user information.

 How is inappropriate content managed?
 
Answer: 
ar relies on the diligence of iPACs to manage inappropriate postings.  A link appears at the lower right of each post.  It allows users to submit that post where it is deemed abusive or a misuse of the system to ar's administrator.

ar admin. deletes or edits content as necessary.

 How would I know that content was edited?
 
Answer: 
Edited content displays a tag under it, that indicates it was edited by content administrator.

Forum content is page specific, designed to publish spontaneous user feedback.  For example, Ballot page comments will be posted only on Ballot page Forum.

Members should update their video messages as needed to give emphasis to the issues they contend in Bulletin Park™.
